In earlier years it was difficult to blend cigars using tobacco from other countries because of highly regulated importing restrictions; products created in a specific country could only use materials from that country. This meant that cigars made in Honduras had to use tobacco from their country only. Luckily, this has changed due to "Free Zone status" to import products from other places. This was a major improvement in the area of blending cigars.
