If you have a fear of failure that is precisely what you’ll get. If you make plans at the last minute it will usually have a 50 % rate of success.  The time factor should always be considered in order to deal with unexpected events or circumstances. When you plan with anticipation it reduces the risk of failure and increases your chances for success.  However, when you decide at the last minute to pursue some task or goal with a deadline, it will put extra pressure on your efforts to complete it. This can force you to work harder, but why wait to let the water rise above your head and start struggling for air.
